Nationally determined contribution

Targets

The measures envisaged in the revised NDC, in the Energy, Agriculture and Waste sectors are likely to contribute to reducing cumulative GHG emissions (excluding LULUCF) by around 48.75 Mt ECO2 compared to the reference scenario, i.e. a reduction of around 20.15% over the period 2021-2030 (compared to BAU).

Mitigation activities

Benin envisages the following mitigation measures with a conditional component:

Energy

  • Develop the production of electricity from natural gas and renewable energy sources.
  • Expand household access to electric lighting to replace kerosene lighting.
  • Continue and strengthen actions for efficient electrical energy consumption in all sectors.
  • Promote technologies that consume less wood-energy
  • Promote the partial substitution of wood energy consumption by butane gas
  • Extend household access to electric lighting as a replacement for kerosene lighting (off-grid electrical system component)
  • Continue and strengthen actions for efficient electrical energy consumption in all sectors
  • Promotion of energy efficiency in the transport sector
  • Reducing emissions in the energy sector

LULUCF

  • Increase the carbon sequestration capacity of the country’s forest ecosystems through the implementation of sustainable management of natural forests and the strengthening of reforestation/plantation efforts
  • Promote the development of agroforestry as a measure to build carbon absorption capacities
  • Reducing emissions/enhancing sinks for the LULUCF sector.

Finance needs

The Republic of Benin, to achieve its greenhouse gas (GHG) mitigation ambitions, will need an overall financial envelope of the order of 8556.81 million dollars US including 5069.03 million as a contribution from the Government of Benin and the private sector and 3487.77 million to be mobilized from the international community over the period from 2021 to 2030.
