Strengthening Legal Capacity for Carbon Markets: Exchange with the Legal Response Initiative in Bonn (SB64)

On the margins of the 64th session of the UNFCCC Subsidiary Bodies meetings in Bonn (SB64 Climate Change Negotiations), a constructive exchange took place with the Legal Response Initiative, an international network of legal experts supporting actors engaged in climate negotiations.

The discussion explored the basis for a potential partnership with the West African Alliance on Carbon Markets and Climate Finance, with the shared objective of strengthening legal support for West African countries as they engage with increasingly complex climate policy frameworks, particularly in relation to carbon markets and Article 6 of the Paris Agreement.

The West African Alliance continues to play a key role in supporting its members through capacity building, technical assistance, and regional coordination on carbon markets and climate finance. In this context, the Legal Response Initiative brings complementary legal expertise that could further enhance and deepen this support, particularly by helping to bridge the gap between technical negotiations and legal implementation.

The exchanges highlighted several promising areas of collaboration, including strengthening national legal capacities, supporting the development and implementation of regulatory frameworks, and co-developing practical legal tools adapted to the specific needs and realities of West African countries.

In the evolving landscape of climate policy implementation, robust legal understanding remains a critical enabler of effectiveness, coherence, and ambition. This initial dialogue marks an important step toward reinforcing the legal foundations necessary for West African countries to fully and effectively engage in carbon markets and advance their climate and development priorities.
