Peer-to-peer exchange on Article 6 readiness: Lessons from Ghana and Nigeria

On 8th October 2026, the West African Alliance on Carbon Markets and Climate Finance convened a virtual peer-to-peer learning exchange for the Anglo-Lusophone Cluster on Article 6 readiness. The session featured presentations on country experiences by Dr. Asmau Jibril of Nigeria and Mr. Isaac Kwabena Danso of Ghana, followed by an open discussion on practical implementation challenges, and approaches participants could adapt to their national contexts.

Nigeria presented its ongoing Article 6 operationalisation process, including the use of a readiness tracker, evolving MRV arrangements, and a hybrid registry approach combining a national registry with possible use of the UNFCCC Article 6 registry. The discussion also covered Nigeria’s approach to Letters of Authorisation, Article 6.4 project development, and the treatment of voluntary carbon market (VCM) activities under its national framework, including integrity requirements and national registry provisions.

Ghana highlighted the central role of the NDC in guiding carbon market participation, including decisions on corresponding adjustments and the risk of overselling. Its presentation also covered the national process for ITMO authorisation, including the need for relevant sectoral approvals and letters of no objection before projects are onboarded. Ghana further shared how project specific issues such as benefit-sharing, stakeholder engagement, permanence and methodology requirements are considered during due diligence.

The discussion allowed participants to explore issues including registry design, coordination between national and subnational institutions, land and community agreements, benefit sharing arrangements, and the role of project developers and public institutions. Participants also discussed how these considerations differ across project types, including land-based, technology-based and clean cooking activities.

The exchange reinforced three practical lessons: national NDC priorities should guide carbon market participation; institutional roles and authorisation procedures need to be clearly defined; and project level safeguards, benefit sharing arrangements and reliable data systems need to develop alongside national carbon market frameworks.

The exchange provided a practical example of how Alliance members can learn from countries that are further advanced in Art. 6 implementation while adapting those experiences to their own national circumstances. Further peer exchanges could focus on specific operational issues such as registries, authorisation processes, benefit-sharing and MRV.  We thank Dr. Jibril, Mr. Danso, and all participants for their contributions to an engaging and insightful discussion.
